James leads by example and functions as an integral member of the Business Development and Management teams of Assessment Technologies. He was part of initial technology developments and continues to lead the innovation of the various proprietary technologies and methodologies the company uses today. James is a licensed Senior Property Tax Consultant and is considered an expert throughout Texas in property tax issues relating to the medical and healthcare industries.
James is a graduate of Texas A&M University with a BS in Economics. He is an active member of various professional property tax, turnaround management, restructuring, and bankruptcy organizations. Most notably, the Institute for Professionals in Taxation (IPT) and the Texas Association of Property Tax Professionals (TAPTP).
His background is diverse, having worked in various areas of the real estate industry including appraisal, asset management, investments, capital markets, and development. John has overseen the adjusted liabilities of over $70 million in over 400 jurisdictions nationwide for commercial property taxes, business personal property or more complex projects like restructuring. Some of his most notable projects were for such clients as Fairpoint Communications, Rackspace Hosting, Formica Corporation, Foamex, Winn-Dixie Stores Inc., Buffet Holdings, Inc., Tronox, Interstate Brands, Safety-Kleen and Eddie Bauer (Spiegel), to name a few.
Before joining Assessment Technologies, John was an Executive Director of Real Estate Investments at USAA Real Estate Company managing over $350 million in new construction projects. Some of the companies he serviced were INVESCO Funds Group, Southwestern Bell, Federal Express, Kraft Foods, Inc., AmeriServe Foods, Inc., Sweetheart Cup, Barjan Products and USAA. John played an active role in the acquisition of over $160 million of existing office and industrial projects for USAA. While working at USAA, he was responsible for extensive financial analysis for investments in real estate asset, real estate mortgage loans, stock transitions and capital markets activities for the company while serving as the primary point of contact for USAA’s real estate division.
Certified by the State of Texas Appraisal Licensing and Certification Board, John is also an active member of the Appraisal Institute (MAI) and the Senior Residential Appraiser (SRA) designations of the Appraisal Institute. John received his Bachelor of Business Administration in Finance from Texas State University in 1986. He is also a licensed Texas Real Estate Commission Salesman.

Mr. Howard has continued his education through various institutions over his career, including several Appraisal Institute courses, as well as, courses from the CCIM Institute, IAAO, IPT, Karrass School of Negotiating, The Columbia Institute, McKissock School of Real Estate, TAAO, TAPTP, and the Real Estate Center at Texas A&M.
He is a graduate of Dallas Theological Seminary with an M. A. in Biblical Studies.
Mr. Pelayo holds the distinguished Certified Commercial Institute Member (CCIM) designation from the CCIM Institute and also is a Certified Member (CMI) of the Institute for Professionals in Taxation.
John is a tax expert who is registered as a Senior Property Tax Consultant by the Texas Department of Licensing & Regulation and maintains numerous professional memberships, including the Institute for Professionals in Taxation, the Texas Association of Property Tax Professionals, the National Association of Realtors, and the Urban Land Institute.
Mr. Pelayo is a licensed Texas Real Estate Broker and maintains active involvement in all aspects of commercial brokerage. In addition, he serves as a volunteer on the Alumni Schools Committee of the Princeton Club of San Antonio and is a member of the ‘Pillars’ Club of Central Catholic High School. John is a graduate of Princeton University in Princeton, NJ, with an A.B. degree in Economics.
Prior to her career as a property tax consultant advocating for the taxpayer, Megan spent five years as a Comal County District Appraiser evaluating Tax Exemptions, Business Personal Property, Commercial, and Residential properties.
Megan has been a licensed consultant with TDLR since 2014 and previously held a Real Property Appraiser license from 2009-2014. She is an active member of Texas Association of Property Tax Professionals (TAPTP) and attends continuing education conferences and events through Certified Commercial Investment Member Institute (CCIM) San Antonio, the Ad Valorem Legal Seminar, and International Association of Assessing Officers (IAAO).
Megan is a Native Texan and San Antonian, graduated Texas State University Cum Lade Honors with a Bachelor’s in Public Administration (BPA) and minor in Sociology in 2007. She is passionate about the Children’s Compassion Association International & Children’s Hunger Fund.
Lisa has a long list of professional connections and affiliations. She is an active member of the Turnaround Management Association (TMA), where she served as President of the Dallas/Fort Worth chapter in 2016. She has also chaired the Network of Women, University Relations, and the Membership committees.
She belongs to the Association of Corporate Growth (ACG), where she served on the Charity Committee and Programs Committee; the Commercial Real Estate Women Network (CREW); the Petroleum Engineer’s Club of Dallas (PECD), in which she served as president in 2011 and vice president in 2010, among other positions; and the Risk and Insurance Management Society, Inc. (RIMS). Lisa has held memberships off and on with the Women’s Energy Network (WEN) and the Women’s Finance Exchange (WFE).
Lisa earned her Bachelor of Science in Marketing and Logistics from the University of Colorado at Boulder and her Master of Business Administration from Pepperdine University. Her awards have included Top Women in the Oil Gas Industry in North Texas and April 2013 Who’s Who in Energy.
Adam has a Bachelor of Business Administration in Marketing from the University of Texas at San Antonio. He is also actively involved with many industry associations and promotes AT Tax Advisory’s philosophy around the country.

Her skills included financial analysis and modeling of various alternative valuation scenarios. Some of the major accounts Rita has coordinated include Southeastern Grocers, ERG Resources, Ryckman Creek Resources, Buffet Holdings, Great Atlantic & Pacific Tea Company, SteinMart, and Mattress Firm, to name a few.
Rita attended Okaloosa Walton Community College and is a licensed notary in the State of Texas. In addition, she has attended a number of property tax courses including those involved in the preparation of property tax returns.
Vicki’s position has allowed her to be involved in the creation and beta testing of various proprietary software data management systems. She directs big data collection and analysis using various data and tax management systems from several counties and state systems.
Vicki is registered as a Property Tax Consultant by the Texas Department of Licensing & Regulation (TDLR) and attends numerous professional continuing education sessions including the Commercial Real Estate Women Network (CREW), Building Owners and Managers Association (BOMA), Urban Land Institute (ULI), and San Antonio/South Texas chapter of Certified Commercial Investment Member (CCIM). Vicki also studied at Sul Ross State University.
Tyler has a Bachelor of Applied Arts & Sciences-Logistics and Supply Chain Management concentration from Texas A&M University in San Antonio. She graduated with honors, earning her the summa cum laude distinction. Tyler is a member of the National Society of Leadership & Success (NSLS), as well as the Institute for Supply Management (ISM).
Tanya has worked in the ad valorem tax industry for more than 16 years and has been associated with the Assessment Technologies organization since 1999. She is registered as a Property Tax Consultant by the Texas Department of Licensing and Regulation (TDLR).
Tanya is an active member of the Commercial Real Estate Women Network (CREW), often serving as a Community Services Committee Chairperson.
She has also attended learning sessions and networking events with the Urban Land Institute (ULI), the Building Owners and Managers Association (BOMA), and the Certified Commercial Investment Member Association (CCIM) of the San Antonio/South Texas chapter through our corporate sponsorships.
She is studying Industrial-Organizational Psychology at the University of the Incarnate Word (UIW).
